Ukraine is developing a legal framework for holding Bitcoin in its national reserves, and a special parliamentary committee led by a finance official is finalizing the draft legislation. A bipartisan group of senators is close to reaching a consensus on the text of the stablecoin GENIUS Act after days of intense renegotiation, which could allow the bill's advancement process to continue. However, the text has not yet been finalized. Senate leadership is discussing a procedural path to resume consideration of the GENIUS Act, including amendment procedures and reconsideration motions. The goal (which is subject to change) is to hold a final vote before the May 26 recess and before the reconciliation process begins, although the timeline may be delayed depending on whether a procedural agreement can be reached with Democrats.

Bo Hines, executive director of the U.S. Presidential Digital Asset Advisory Committee, said at the Consensus 2025 conference in Toronto that despite the uncertainty in the legislative process, Trump is still expected to sign the stablecoin and market structure bill before the August congressional recess. Hines said that the current negotiations are progressing well, but admitted that the details of the legislation are still being adjusted.

Brian Armstrong, CEO of Coinbase Global Inc., said on Bloomberg TV on Wednesday that the company continues to watch for M&A opportunities after reaching an agreement to acquire derivatives exchange Deribit for $2.9 billion earlier this month. When Dan Finlay, co-founder of Ethereum wallet MetaMask, was asked in an interview on the "Crypto Beat" podcast whether he would create a native MetaMask token, he responded: "Maybe, if a token is issued, it will be promoted directly in the wallet, and users can find the link directly in the wallet." Although MetaMask currently has no specific token issuance plans, Finlay believes that under the relatively loose regulation of the Trump administration, token issuance is safer.
