Kelly Ann Shaw, a White House trade adviser during Trump's first term, said "this is the largest trade action in our lifetimes" and she expects the tariffs to change over time as countries seek to negotiate lower rates. "But this is a big deal. This is a huge and significant shift in the way we trade with every country in the world."
