PANews reported on May 28 that, according to Axios, the Trump administration is implementing a "phased and accelerated pressure" strategy against the Cuban government and has prepared multiple military contingency plans for a potential crisis in Cuba this summer. The report, citing several senior U.S. officials, stated that the U.S. is tightening economic sanctions and imposing "secondary sanctions" on the Cuban military-industrial complex GAESA, forcing companies including Canadian mining company Sherritt International and shipping companies CMA CGM and Hapag-Lloyd to suspend operations in Cuba, aiming to weaken Cuba's economic lifeline. The U.S. Southern Command recently held an interagency "tabletop exercise" to discuss contingency plans in the event of large-scale demonstrations and government crackdowns in the context of Cuban summer heat, power outages, and resource shortages. Trump has not yet approved an invasion plan but has instructed the military to be "on standby."
